Added predictable spectator movement. Changed chat to only show to clients on that stream. Added rate limiting. Fixed the stats bug. Added a .clients command.

Revised code so the rate limiting can be implemented, also suppressed the wouldblock messages which shouldn't ever have been printed anyway (call them lost packets).
