Spoike 025aeff8a4 qccgui: reworked compile prints to split the screen instead of being some other window that's hidden when fullscreened etc.
splitscreen: split spectator setting into a per-seat setting. scoreboards are now also per-seat.
added parm_string global for richer map change stuff.
dpp7: fixed and reinstated.

console.h dpp7: Treat 'dropped' c2s packets as choked when using dpp7 protocols. This is because the protocol provides no way to disambiguate, and I don't like false reports of packetloss (only reliables loss can be detected, and that's not frequent enough to be meaningful).
